California licenses mortgage loan originators under the Department of Financial Protection and Innovation (DFPI) when they work for a company licensed under the California Finance Law (CFL) or the California Residential Mortgage Lending Act (CRMLA). The path follows the federal SAFE Act, with California-specific rules you should know before you start: 2 of your 20 pre-licensing hours must cover CA-DFPI law, the DFPI application fee is a flat $300, your employer’s surety bond covers you once you are sponsored, and every renewal needs 1 hour of CA-DFPI education inside your 8 hours of CE.

California also has a second MLO track through the Department of Real Estate (DRE) for originators who work under a real estate broker. This guide covers the DFPI (CFL/CRMLA) track only. If your employer is a DRE broker, confirm DRE endorsement rules on the NMLS California–DRE page before you apply. Do not mix the two agency fee schedules.

This walkthrough covers education, the SAFE test, DFPI and NMLS fees, background review, sponsorship, renewal, and continuing education. Every figure below comes from the DFPI Mortgage Loan Originators pages (overview, FAQs, and license fees) and the NMLS CA-DFPI PE and CE requirements page. We checked them on November 5, 2026. This is study and planning information, not legal advice. Confirm current requirements with DFPI and the CA-DFPI checklist in NMLS before you apply.

The short version

  • You need 20 hours of NMLS-approved pre-licensing education, and 2 of those hours must be CA-DFPI law.
  • You must pass the SAFE MLO test. Most new applicants take the National Test with Uniform State Content (120 questions, 115 scored, 75% pass, $110). DFPI also still recognizes older National-plus-California-State component paths; confirm which path NMLS shows as compliant for CA-DFPI.
  • DFPI charges a $300 application fee and a $300 annual renewal fee. NMLS adds processing, fingerprint, credit-report, and annual fees listed in the fee table below.
  • You must be sponsored by a DFPI-licensed CFL or CRMLA company. Once that sponsorship is active, you are covered under the employer’s surety bond.
  • Renew in NMLS from November 1 to December 31 after finishing 8 hours of CE that include 1 hour of CA-DFPI education. Miss December 31 and the license expires January 1; reinstatement runs only through the last day of February.
  • Finish your MU4 application within 90 days of filing or DFPI abandons it and you start over.

Step 1: Confirm that you need a DFPI MLO license

All MLOs employed by finance lenders or brokers under the CFL, or by residential mortgage lenders or servicers under the CRMLA, must hold a DFPI MLO license. You apply by filing Form MU4 with DFPI through NMLS. The SAFE Act definition still applies: a mortgage loan originator is the individual who, for compensation or gain, takes a residential mortgage loan application or offers or negotiates terms of a residential mortgage loan.

A few groups do not need a DFPI state license:

  • Registered loan originators. Loan officers at banks, credit unions, and other federally regulated depository institutions register through NMLS instead of getting a state license.
  • DRE-track originators. MLOs who work under a California real estate broker follow the DRE MLO endorsement path, not DFPI. A DRE endorsement cannot be sponsored by a DFPI CFL/CRMLA company in NMLS; if you need DFPI sponsorship, you apply for a separate DFPI MLO license.
  • People outside the SAFE definition. Pure processors or underwriters who do not take applications or negotiate terms generally do not need an MLO license, unless your role crosses into originating.

If you are new to the national process, our step-by-step guide to getting an MLO license covers the steps that are the same in every state. Compare California to other states in our MLO license requirements by state table.

Step 2: Create your NMLS record

Everything runs through NMLS. Create your individual account first to get your NMLS unique identifier. Course providers use it to report your education, you use the same account to enroll in the SAFE test and file your Individual Form (MU4), and DFPI uses it for sponsorship and renewal.

Step 3: Complete 20 hours of pre-licensing education

DFPI and the NMLS CA-DFPI education page list the breakdown as 3/3/2/10 plus 2 hours of CA-DFPI law, for 20 hours total:

TopicHours
Federal law and regulations3
Ethics (including fraud, consumer protection, and fair lending)3
Non-traditional mortgage lending2
Electives10
CA-DFPI law2
Total20

NMLS notes that the 2 hours of CA-DFPI instruction may be satisfied by either a CA-DFPI comprehensive course or a state-specific elective course. All PE must come from NMLS-approved providers. Providers can take up to 7 days to report completions into NMLS, so confirm your education record shows the hours before you file. Our pre-licensing course provider comparison covers pricing and formats.

Step 4: Pass the SAFE MLO test

DFPI requires a passing written test through NMLS-approved providers. In practice, most new applicants take the National Test with Uniform State Content: 120 questions (115 scored), a 190-minute testing window inside a 225-minute appointment, a 75% passing score, and an NMLS test fee of $110. Retakes wait 30 days; after every third failed attempt you wait 180 days. Results typically post in NMLS within about 5 days.

DFPI’s FAQ also still describes older paths that combine a National component with a California State component (or National-with-UST plus a California State component). Confirm which option NMLS currently marks as compliant for CA-DFPI before you enroll. You may take testing before PE is finished. Our guide to scheduling the SAFE exam covers booking, ID rules, and rescheduling, and you can check your starting point with our free NMLS SAFE practice test.

Step 5: Pass the background, credit, and fitness review

When you file your MU4, you authorize an FBI criminal background check with fingerprints and a credit report through NMLS for DFPI review. DFPI also requires that you demonstrate the financial responsibility, character, and general fitness to operate honestly, fairly, and efficiently.

Answer every disclosure question on the MU4 honestly and upload the court or agency documents NMLS asks for. A withheld or misstated answer is its own problem, separate from whatever happened in the past. Our guide to the NMLS background check and criminal records explains how disclosures and explanations work. FBI and credit checks may also be required again at renewal.

Step 6: Pay the DFPI and NMLS fees

DFPI’s Mortgage Loan Originators license-fees page lists these amounts. All fees are paid through NMLS (credit card or ACH) and are non-refundable. Figures checked November 5, 2026:

FeeAmountSource
DFPI MLO application fee$300DFPI fee page
DFPI MLO annual renewal fee$300DFPI fee page
DFPI reinstatement fee (late renewal)$100DFPI fee page
NMLS processing fee (applications)$30DFPI fee page
NMLS fingerprint fee$39DFPI fee page
NMLS credit report fee$15DFPI fee page
NMLS annual renewal fee$30DFPI fee page
SAFE MLO test$110NMLS testing

DFPI’s FAQ also lists an NMLS sponsorship fee of $30 at the time of filing when your employer sponsors you. That charge appears on the NMLS checkout when sponsorship is submitted; confirm the current amount in NMLS when you apply. Credit-report and fingerprint fees apply when you authorize those checks (credit report if one has not been pulled through NMLS in the past 30 days).

A typical first-time applicant total before education costs looks like this: $300 application + $30 NMLS processing + $39 fingerprints + $15 credit + $110 test = $494, plus any sponsorship fee when your employer sponsors you. Renewal is $300 DFPI + $30 NMLS ($330), or $430 if you also owe the $100 reinstatement fee. For a side-by-side look at other states, use our NMLS license cost calculator.

Step 7: Get sponsored and covered by the employer bond

DFPI requires sponsorship by a company that holds a valid NMLS unique identifier and is licensed by DFPI under the CFL or CRMLA. You cannot originate until that sponsorship is in place. Once a CFL or CRMLA company with an approved license status sponsors you in NMLS, you become covered under the employer’s surety bond. Individual MLOs do not post a separate personal bond for DFPI.

Two California-specific sponsorship notes:

  • DRE endorsements do not transfer. NMLS will not let a DFPI-licensed company sponsor an MLO who only holds a DRE MLO endorsement. If you want DFPI sponsorship reflected on NMLS, apply for a DFPI MLO license, meet DFPI requirements, and pay DFPI fees.
  • Temporary Authority. Eligible MLOs who already hold an active license or registration in another jurisdiction may qualify for Temporary Authority while completing California-specific requirements. Confirm current eligibility and the CA-DFPI Temporary Authority status on the NMLS Temporary Authority page and the CA-DFPI checklist before you rely on it.

Application timing: DFPI requires you to complete the MLO license application within 90 days of filing. Incomplete applications are abandoned, and you must file a new application (and pay again) if you still want the license.

Step 8: Renew every year with 8 hours of CE

DFPI MLO licenses renew through NMLS between November 1 and December 31. Before you can submit the renewal, finish 8 hours of NMLS-approved CE:

CE topicHours
Federal law and regulations3
Ethics (including fraud, consumer protection, and fair lending)2
Non-traditional mortgage lending / lending standards2
CA-DFPI specific education1
Total8

Both DFPI and NMLS list CE as 8 hours for CA-DFPI. (Our by-state table currently shows 9 for DFPI CE; treat 8 from NMLS/DFPI as correct until that row is updated.)

  • CE first. NMLS can take up to 7 days to post a course completion, and CA-DFPI MLOs cannot submit renewal until CE is posted. Finish CE well before mid-December (NMLS often recommends around December 5).
  • December 31. Submit the renewal request by December 31. You may continue originating while DFPI processes a timely renewal.
  • January 1 expiration. If you do not submit by December 31, the license expires January 1 and you may not originate.
  • Reinstatement window. You may request reinstatement through the last day of February, paying the $300 renewal fee plus the $100 reinstatement fee, and completing the 8 hours of CE for the last year you held the license. On or after March 1, you must apply for a new license.
  • New licensees. If you completed PE and received your initial license in the same year, you generally do not take CE that year (confirm in your NMLS record).
  • No repeats. You may not take the same approved CE course in the same or successive years, and CE counts only for the year you take it.

Our guide to NMLS license renewal and continuing education covers the national side of CE.

Common California DFPI mistakes to avoid

  • Taking a 20-hour course with no CA-DFPI hours. A generic SAFE course with 12 elective hours does not cover the 2 hours of CA-DFPI law. Choose a CA-DFPI comprehensive course or add the CA-DFPI elective.
  • Applying under the wrong agency. DFPI (CFL/CRMLA) and DRE are separate tracks with separate sponsorship rules. Match the agency to your employer’s license.
  • Letting the 90-day clock run out. An incomplete MU4 is abandoned after 90 days, and fees are not refunded.
  • Leaving CE for the last week. Course reporting can take up to 7 days, and NMLS will not let you submit the renewal until CE posts.
  • Missing December 31 and waiting until March. Reinstatement ends on the last day of February. After that you reapply from scratch.
  • Skipping a disclosure. Answer every MU4 question honestly and upload supporting documents up front.

Frequently asked questions

How many hours of pre-licensing education does California DFPI require?

DFPI requires 20 hours of NMLS-approved education: 3 hours of federal law, 3 hours of ethics, 2 hours of non-traditional mortgage lending, 10 hours of electives, and 2 hours of CA-DFPI law. The 2 CA-DFPI hours are part of the 20, not extra, and may be met with a comprehensive CA-DFPI course or a state-specific elective.

How much does a California DFPI MLO license cost?

DFPI charges $300 to apply and $300 to renew each year, plus a $100 reinstatement fee if you renew late. NMLS adds about $30 processing, $39 fingerprints, $15 for a credit report, and $30 on annual renewal, and the SAFE test is $110. A typical first-time total before education is about $494, plus any NMLS sponsorship fee when your employer sponsors you.

Does California DFPI require a separate state exam?

Most new applicants take the National Test with Uniform State Content (75% pass, $110). DFPI’s FAQ also still describes paths that include a California State component. Confirm which option NMLS currently marks as compliant for CA-DFPI before you enroll. California law also shows up in your 2 PE hours and your yearly CA-DFPI CE hour.

When do California DFPI MLO licenses renew?

Renew in NMLS between November 1 and December 31 after finishing 8 hours of CE that include 1 hour of CA-DFPI education. Licenses not renewed by December 31 expire on January 1. Reinstatement is available through the last day of February for the renewal fee plus $100; after that you must apply for a new license.

Do I need a job before I apply for a DFPI MLO license?

You can start education, testing, and the MU4 before you have a job, but you cannot originate until a DFPI-licensed CFL or CRMLA company sponsors you in NMLS. Sponsorship also places you under the employer’s surety bond.

What happens if I do not finish my DFPI application in 90 days?

DFPI abandons incomplete applications after 90 days. If you still want the license, you file a new application through NMLS and pay the fees again. Fees already paid are not refundable.

Is California Temporary Authority available for DFPI MLOs?

Eligible MLOs who already hold an active license or registration elsewhere may qualify for Temporary Authority while completing California-specific requirements. Confirm current CA-DFPI eligibility on the NMLS Temporary Authority page and the CA-DFPI checklist before you rely on it.

Get ready for the SAFE test

California’s DFPI paperwork is manageable once you know the order. The SAFE test is the step that takes the most preparation: 120 questions (115 scored) in 190 minutes, with a 75% passing score.
